Success Stories from Alaska

Read about individuals who have found hope and assistance through GRACE and our partner organizations in Alaska:

Mary's Journey

Mary, a mother of four, was one of the first residents to move into Juneau's Forget-Me-Not Manor about seven years ago when she was experiencing homelessness. Prior to that, she had been camping outside when she started experiencing health problems.

"You can't take care of your health when you're worrying about where you're going to sleep or if your stuff is going to be there when you get back. Here, I can lock my door and know I'm safe."

With help from the facility staff, who arranged transportation to medical appointments and reminded Mary to take her medications, Mary was able to care for her health while pursuing sobriety. Now, she no longer needs to see a cardiologist and can manage her heart condition independently. Mary has accomplished a lot since moving into Forget-Me-Not Manor. She has a job, a driver's license, and pays rent regularly. With these achievements, Mary has regained confidence and reconnected with her family.

Allan's Journey

Allan had been homeless for almost all his adult life, struggling with substance and alcohol use. He moved around the country before making his way to Fairbanks, Alaska in 2008. The extreme winter temperatures were unlike anything he had experienced before.

"It was something I had never experienced before. It's hard to live when it's 40 below."

A worker from a 12-step program found Allan in the woods with alcohol and asked if he wanted help. Eventually, he got sober and connected with the Fairbanks Rescue Mission to find shelter and work. Allan started as a cook, became a shelter manager, and now directs the recycling center the mission runs to help homeless people gain job experience.

Alaska Laws & Regulations

Understanding the legal landscape regarding homelessness in Alaska:

Camping & Sleeping in Public

Like other states in the 9th Circuit, Alaska is affected by the Martin v. Boise decision, which limits enforcement of anti-camping ordinances when insufficient shelter space is available. However, individual municipalities have their own ordinances regulating camping in public spaces.

Relevant Case: Martin v. Boise, 920 F.3d 584 (9th Cir. 2019)

Vehicle Dwelling

In 2024, Anchorage passed an ordinance to create designated safe parking areas for people experiencing homelessness who live in vehicles. Regulations for vehicle dwelling vary significantly across other Alaska municipalities.

Recent Development: Anchorage Safe Parking Ordinance (April 2024)

Food Sharing & Distribution

Most Alaska cities allow for food sharing and distribution, though permits may be required for large-scale operations in public spaces. Religious organizations typically have more flexibility in providing food assistance.

Property Rights & Seizure

Municipalities are required to provide adequate notice before clearing encampments and must store personal property for retrieval. Given Alaska's extreme weather conditions, additional considerations may apply during winter months.

Housing Rights

Alaska has landlord-tenant laws that provide some protections against discrimination and unfair eviction. The Alaska State Commission for Human Rights enforces fair housing laws prohibiting discrimination based on race, color, religion, sex, disability, family status, or national origin.

State Statute: Alaska Uniform Residential Landlord and Tenant Act (AS 34.03)
