Know Where You Stand
New Hampshire Rights & Laws
A plain-language look at the laws that affect people experiencing homelessness in New Hampshire.
Your Town Must Help in an Emergency
New Hampshire is unusual: every town and city is required by law to provide emergency welfare for basic needs — rent, heat, electricity, food, prescriptions, even a security deposit.
Contact your town or city hall and ask for the welfare official. Someone must be available during business hours, and in an emergency they must decide right away.
It is illegal for a town to tell you to "go back where you came from." If you're refused, call 603 Legal Aid at 603-224-3333.
Food Benefits Without an Address
You do not need a permanent address to get SNAP in New Hampshire. You can list a shelter or where you usually stay.
- Homeless applicants may qualify for expedited SNAP in 7 days
- Apply at nheasy.nh.gov or call 1-800-852-3345 ext. 9700
- The NH Food Bank's SNAP team offers free help applying
- You qualify even with no place to cook or store food
Eviction & Tenant Rights
A New Hampshire landlord cannot simply put you out. They must go through the court, and you have the right to notice and a hearing.
"Self-help" evictions (lockouts, removing belongings, shutting off utilities) are illegal. Free eviction defense is available through 603 Legal Aid and NH Legal Assistance.
Respond quickly — eviction timelines in New Hampshire move fast.
Protections for Survivors
New Hampshire offers strong protections for survivors of domestic and sexual violence.
- The 24/7 statewide DV Helpline: 1-866-644-3574
- The DOVE Project provides free legal help at protective-order hearings
- Protective orders can be filed at any district or family court
- An Address Confidentiality Program helps shield your location
